Threat Assesment Report
Subject: Newly Discovered Hostile
Details:
Recently we have begun surveillance of a new hero to arrive in Paragon City. Upon arrival we initiated the usual background checks on him. Our inquery uncovered many interesting things from his past.
Subject is not the first of his kind, in fact many have been known in the past to wear the armor he possesses and exhibit similair powers. To further investigate a field agent was sent to interview surviving family. The only relavent direct relation found was an elderly woman claiming to be his grandmother in a small city in Greece.
From what we have learned the armor and accompanying axe are mystical in nature, belived to belong to a God of the Ancient world known under many names but referred to by her as Hades. Unforunately, the story become somewhat unclear as she began to babble on about Hades' evil plan and a deal with an ancestor to take away some armor and battle axe of his the other Gods had cursed in exchange for a place in some paradise.
Whatever the case it seems that the hero is indeed bound to these powerful arcan relics. He can summon them and make them go away but, there protection whether visible or not is always there.
Abilities:
The subject wields a powerful axe that can cleave through most anything with ease. Not to mention his own vast strength though it is suspected that this stems from his armor. Regaurdless the powerful armor protects him from various harm and allows him some control over strange mystical energy that resembles fire but cannot be for it exhibits many strange properties that defy natural laws. One peculiarity observed is that the armor doesn't so much as get taken off as it just vanishes away when not in use this is most interesting.
Scans however indicate no known energy patterns, however a strange undefined energy pattern flows through him and when his armor is out it is also visible but mimmicks the shape of the armor and flames surrounding him. This energy resembles that wielded by various mystic groups around the city but like them also differs in some way as well. Curious indeed.
His control at this stage is limited. It seems he has only recently gained a measure of control over his powers and is just now testing them. His limits are unkown and his power seems to be expanding quickly.
Recommendations:
Further study is recommended. These relics may be useful if they can be removed from him by some means.
Threat Assesment:
Minimal
He is still not in full control of his abilities and fairly weak compared to many other so-called "super-heroes." Were it not for the fact at this time we cannot ascertain how to remove the armor and axe capture followed by intense study would be recommended. He has not opposed us as yet, but if he does so it is belive he will be easily dispatched.
