This is a Class ONE threat.
This individual has already been seen in the company of Dr. Tempest, Lightweight, BLACK-STATIC and others, and has been seen in conflict with Crey employees. He is a confirmed member of S.E.R.A.P.H.'s Team One. Several of our Paragon Protectors have been taken out in several skirmishes over the last few weeks.
Individual is possessed of both Kinetic and Radiation powers - has been known to amplify the abilities of others in his company to a high degree. Heroes do not seem to tire and heal rapidly with him at their side. Recently he's been able to drain our forces transferring their strength to him and his allies, further magnifying their threat level.
We have no background data on this individual - he appears to have come out of nowhere in late January. He has been seen with several others in conflict with Winter Lord appearances throughout Paragon City. City officials report several quick rises in his security level during this time.
Program his likeness into all probes and security systems. Inform all field operatives. If he shows again at one of our facilities, Use all possible means to stop his team.
