It is of the utmost importance that Subject be eliminated as soon as possible. All resources should be utilized to eliminate Subject. The "Hero" known as Makis is responsible for the theft nearly one million dollars of Crey's money and a large amount of incriminating data that is believed to link Crey Industries to several sales of Crey product to black market contacts. It is vital that this data be retrieved before it can be used against us.
History:
His background places him all over the Eastern Sea-Board throughout Pennsylvania, New York City and a long trail that placed him in Paragon City. His career began during the Rikti invasion when he served as the leader of a large militia force that has stayed with him until he arrived in Boston several months ago. His arrival in Paragon City quickly labeled him a thorn in our side climaxing when one of his many raids resulted in him acquiring one million dollars of our money.
The man Michael Kay is as far is we know a ordinary Human devoid of any forms of advanced equipment barring modern bullet-proof armor, a pair of .50 Dessert Eagle handguns and some basic Devices either stolen from the 5th Column and Malta groups, or purchased from local suppliers. The fact that he is still a ordinary man should make him relatively easy to eliminate. However he is a battle hardened fighter and should be approached with extreme caution. Assassination attempts should be made immediately.

Assassination attempt failed. Subject seemed to have knowledge of the attempt and attacked our assassin before he could achieve his goal. Assassin believed to be dead but so far that has not been validated. Further assassination attempts have been put into motion.

Subject is believed to have killed two more of our assassins. He and a small group of heroes raided one of our facilities and witnessed our dealings with the 5th Column group. Our assassins intercepted the group but where both killed in what seemed to be a counter-ambush. Subjects knowledge of our assassins may suggest that Crey Industries has a mole, or he has affiliations with a Psi that is assisting him. Around the clock surveillance has been put in place on the Subject Makis in hopes of identifying his benefactor.

Surveillance has yielded the information that the Subject may have a form of Pre-Cognition. His fighting style displays advanced tactics that seem to incorporate events that are yet to happen. However we are still yet to find out where this "power" originated from. This does however explains our inability to assassinate him. Further attempts will be made.

Subject has gone to far. Our latest attempt to assassinate Makis has resulted in him capturing our assassin, beating him severely, and sending him back to Countess Crey with a single part of the documenting that he stole from us and a warning. He threatens to expose us if we do not stop the attempts. Most disturbing of all, he also sent back the details regarding our next assassination attempt. He included how exactly he would kill our assassin that has not even yet been sent! Countess Crey is outraged and in her fury demanded that we have his head mounted on her office wall.
Further information regarding Makis has shown that he has started a small war against the fascist "5th Column" group. In one of his many skirmishes with the group he and a small group raided a warehouse that was being used as a cache for high-end weapons. After eliminating the guards Makis obtained the proto-type of a "All-in-One" Assault Rifle that was apparently built by the 5th Column. It is composed of a full automatic rifle that doubles as a sniper rifle, a shotgun, a under mounted grenade launcher and a flame thrower. This new weapon is considered highly dangerous and in the hands of Makis could cause us serious problems.
Approach subject only with EXTREME caution.
