Subject is one odd individual to say the least. Actually, his name says it all. Contrary to popular belief, subject's abilities stem from a benevolent mutation as opposed to a severe head injury. He possesses empathic and psychic powers as well as the ability to teleport. Psycho-Freak has been known to use his psychic abilities in unusual ways, such as carrying on a telepathic conversation with other heroes, who tend to talk out loud, getting them interesting stares from passers-by. For some reason, several people who have been arrested by this seven foot tall hero have been treated for vicious ankle bites by him. Subject is recognizable from his infomercials, yet more evidence of his various psychological problems. He does have the distinction of having no phone lines, merely asking people to "think" at him with their problems. Method of payment has yet to be identified, and no one is volunteering to research it. One of our agent's attempts to assess the subject's capabilities resulted in the attached surveillance photo. Agent still insists the photo pictures Psycho-Freak defeating street thugs while eating a snow-cone and humming the theme song from The Greatest American Hero, a mildly popular television program from the 1980s. Agent was relieved of assignment. Subject apparently thinks he is the celebrity known as Rick James, as he has been known to scream "I'm Rick James *expletive deleted*" on numerous occasions.
Analyst Assessment: Subject is utterly unpredictable. His teleportation abilities, coupled with his psychic powers make him a difficult combatant to engage. His addition to a team of other heroes with his empathic abilities is the only time when this hero becomes truly threatening. Other heroes provide focus that he himself lacks. Subject is extremely open to suggestion and easily distracted by shiny objects. Best course of action would be to give him some distance and let him get himself killed.
