Threat Assessment

The subject known as the Cowman is a rather interesting case. Through our contacts in Washington we have learned that his story begins with the governmental agency known as Section 23. This group was founded as an experimental think-tank dedicated to projects with military applications. One such project was called "Prodigy".

Section 23 adopted a baby, just born and almost immediatly put up for adoption. As soon as the child was old enough for cognitive thought, he was started on a continuous and difficult training regime. At the age of 10 he was fluent in several forms of hand-to-hand combat and a superior marksman with a variety of weapons.

In a surprising move, Section 23 also brought in masters of some Eastern mystical techniques. Most notably a renowned Shaolin monk named Ton Lo. It is unclear what all training the monk provided as he refused to let Section 23 videotape or observe their sessions.

Section 23 obviously hoped that this experiment would produce a superior soldier, though Crey still wonders how they thought they'd get the government to approve of adopting even more children to subject to it. It was a major litigation nightmare just for them to get the first one. Anymore would bring public outcry. However, the point became moot when the boy was around 19.

With the growing number of super-powered individuals in the world, Section 23 sought to keep their project viable by introducing some defense against some of these powers. They started with a more common type of phenomenon; psychic powers. This was their undoing. In an attempt to make the boy resistant to psychics they had brain specialists and brain washing experts work on his mind. They were attempting to make his thoughts more subtle and too quick to follow. They failed.

As the mind manipulation went on, the boy's thoughts were faster, but they also became random and disjointed. The military focus they had instilled in him was lost amidst the constant flow of idea after idea after idea. He became eccentric and distracted. There was one unforseen benefit though. Somehow, the subject's mind became almost a trap for psychics. Those projecting themselves fully into his mind have reported bizarre manifestations and risk becoming trapped in something he calls the "Dying Room". Section 23 tried desperatly to reverse the damage, sinking almost all their funds into saving "Prodigy". It was all in vain and the group was soon bankrupt and forced to close.

As for the boy; the government was extremely worried about this huge failure getting out. Not only was it embarrassing, but the public would probably be outraged at the entire project. In hopes of keeping his mouth shut, the government awarded the young man "damages", sending him a good-sized check and an "official apology". This didn't seem to bother the man who apparantly had no hard feelings toward the project or its members.

For the next couple years, the man traveled. There are reports of him from Russia, Japan, Australia, and even in the arctic as well as a good amount of touring North America itself. He has recently reappeared in Paragon City calling himself Harry. Whether this is a name given to him by Section 23 or just one he gave himself, is unknown. He has also registered as a hero for unknown reasons. When asked he gives a different excuse everytime.

While skilled in many weapons and fighting styles, the subject seems to prefer the katana which he is quite proficient in. He is also almost always in the company of a small monkey. From what we can tell, it seems to be another left-over from Section 23. Many files were lost, but it looked like an experiment to enhance animal intelligence; using them as couriers and such. The subject simply calls the animal "Six", probably in referance to the plastic tag clipped to its ear that has the number six on it.

Initial observations show the subject to be friendly and out-going. He seems to be in a good mood almost all the time. This subject is no threat to Crey at the present time, though the potential is there.

Recommend further surveillance.
