Known Threat History:
We have had a lot of trouble with this hero for quite some time now. His formidable powers and determination coupled with his celebrity status among Paragon’s citizens make him a top-level threat to us.
The subject known as Yellow-Wolf was born on April 12th, 1979. He grew up during the great drug epidemic of Paragon, which instilled a fear in him that lasted through the entirety of his childhood. With a deceased father, a working mother, and no friends to speak of, the subject did not have much of a social life.
Information about the subject’s life through these years is scarce but we do know that he began his first semester of college in 1997 where he met anthropology professor, Robert Varkis. Prof. Varkis, known as an eccentric, took a quick liking to his student, who was known as a loner.
The two kept in contact via letters even after the subject graduated in late 2000. In one of these letters Prof. Varkis described a legendary tribe, The Totoka, located in South Africa who had been reportedly spotted by poachers deep in the jungles in recent years. The professor enthusiastically encouraged the subject to join him on what was considered a fools mission to find the tribe. The subject agreed and the two were off later that month.
Arriving by plane to South Africa, they set off quickly. Two weeks into their search however, Prof. Varkis mysteriously died of heart failure. Inspired by the professor’s strong moral values and sense of adventure, the subject continued the journey alone.
We have no real way of knowing what occurred next. Agents theorize that the Totoka tribe approached the subject for unknown reasons not long after the Professors death.
During his stay with the Totoka, the subject acquired superhuman abilities including strength, agility, and an enhanced healing factor when he was bitten on the chest by a mysterious wolf-like creature.
The Totoka called each other ‘Korka’ [wolf] and named the subject ‘Takara Korka’ [Yellow-Wolf] because of his blonde hair, a very odd sight to the tribes people.
The subject spent a total of five years with the tribe before returning to Paragon City as the hero Yellow-Wolf. (See journal entries below for more information). He quickly joined up with The Defenders of Paragon and began his hero career.
After our first run-in with the hero, we sent agents to South Africa to investigate the mystical Totoka in hopes of ending his growing powers. Our first attempt was unsuccessful but after enlisting the aid of a small mercenary group skilled in the arcane arts, we located and destroyed the tribe.
Unfortunately, the destruction of the Totoka only granted the subject more power. In fact, the power flow was so great that the subject temporarily lost control, killing agents in a mindless rage. (See attached file Subject out of control!).
Luckily the hero was given aid by The Mystic, a fellow Defender, and has since regained control over himself. (See file “Subject receives arcane aid” for more information)
The hero holds the belief that the downfall of the tribe was essentially his fault. This could be the reason why he is now known for his determination and unbreakable willpower. He rarely runs from a fight and has never abandoned an ally.
Our research regarding the Totoka is limited (see attached files Excerpt from tome regarding the Totoka, and The Totoka, for more information).
As of now, the subject actively patrols Paragon City and is considered a top priority threat.

Special notes:
The following is a written account of subject’s travels acquired through inside means
Entry one:
I have lost track of time. Days, maybe weeks or more have passed. I have learned much from the Totoka. You would be proud Robert. Don’t get to write much, always on the move.
Entry two:
They call each other “Korka,” and have recently started calling me, “Takara Korka.” At this point what little of their language I know wont help me translate this. Planning on making my way back to civilization soon.
Entry three:
It’s been weeks since I have written. Each day I plan on leaving. The farthest I have gotten has been a mile before I turned and went back to them. They seemed pleased. I am beginning to learn their language. I rarely get a chance to study as we are always on the move. I do not know how deep we are in the jungle now. Will write again soon.
Entry four:
It has been, to my knowledge, about one year since I met the Totoka. The experiences I have had are indescribable. These people seem to have abilities I could only dream of. Yesterday I saw a woman move a fallen tree out of our pathway with no aid. I wish I had time to describe the ways of these people. I wish you were here, my friend.
Entry Five:
I have picked up their language fairly well although they still laugh at my poor attempts at long conversations. I don’t understand how I have not heard any planes pass or why I have not seen a single separate tribe for so long.
Entry Six:
“Korka,” as far as I can tell, translates to “Wolf.” They seem to call each other this because of their respect for the tightly knit wolf pack. I believe "Takara" means “Yellow,” or “Blonde,” reason being that they point to my hair and beard, (I have not shaved for what seems like forever,) and laugh whenever I bring up the question. I believe at first they began calling me “Yellow-Wolf” as a joke, but now I think it has evolved into a title of true brotherhood.
Entry Seven:
What has happened to me over the last week has astonished and frightened me. One night, while eating with the tribe, (I am trying very hard not to refer to them as my people,) I believe they slipped some kind of drug into my food. I lost consciousness soon after. When I awoke I was tied to a tree, naked except for a loin cloth. The tribe was chanting something I thought sounded like, “Rocho! Rocho! Erant se ka miti!” Awaken! Awaken! You will become a warrior!
I swear the next thing that happened I can not explain. The tribe made way for a hooded figure to walk slowly up to me. My head was spinning so fast I could barley keep a thought in it. The hooded figure came close, its head at my chest. Suddenly the figures hood fell back. The tribe screamed louder at this. Under the hood.. I can barley believe it as I write it.. I saw for a second the face of a snarling wolf, teeth bared and growling. I immediately began to pass out but as I once again lost conciseness I saw the wolf creature sink its teeth into my chest.
Entry Eight:
I don’t know how to explain it. I feel better then I ever have in my life! Last night I fell, cutting my knee on a sharp rock, only to find it healed within minutes. Also, for the first time I participated in “Chako” night. This seemed to be a night where the men and woman would fight one another, never to the death, but until one gave up. My reflexes were faster then ever and, although I have never had a real fight in my life, I beat nearly every opponent I had. What is happening to me?
Entry Nine:
So much time has passed. I am a father to a boy now. His mother is a tribeswoman named Tertin. It is a taboo here for men to name their children but secretly I named my son Robert. No time to write much anymore.
Entry ten:
I felt guilty today. I thought about and missed Paragon City and the good I could do there now. If only I had this power back then. It seems like another life in a story at this point.
Entry eleven:
My child is dead. He fell ill and, just like that, passed away. I have mourned for weeks. Tertin refuses to talk with me anymore. It seems another taboo is any form of parent relationship if a child dies. I feel like my time here has passed. Although much of the tribe shows me great respect and love, I get the impression its time to go.
Entry Twelve:
I am leaving today. I have decided to start a new life in Paragon City where I can make a difference. I plan to help clean the streets there so that no Woman, Man, or child will ever have to be afraid like I was again. I can not find the words to thank you Robert. You were my mentor and closest friend. I hope to make you proud.

Tactical Analysis
Metahuman Powers:
The subject’s powers derive from the mystical events which took place with the Totoka tribe.
Subject was given super human speed, strength, and agility. Subject was also given the ability to heal himself using arcane means along with an accelerated healing rate. The wolf creature’s bite has also instilled a heightened capacity for learning the ways of combat. Subject has mastered many forms of martial arts and boxing in a fairly short period of time. Subject was granted superhuman endurance and is able to function for long periods of time with no rest.
Subject trains on a daily basis.
Update*Due to recent events (see attached files,) the subject is now receiving a steady flow of magical energies, which increase his powers slowly, but continuingly. It is not know how long this will last.
Fighting Skills:
Subject has a focused fighting style. He is not a berserker, running in and relying on his strength and rage, but a tactician with a vast knowledge of various fighting forms. He can enter a battle blindly and quickly switch to the most logical corresponding style of fighting. His speed, strength, and agility compliment his already powerful techniques. Also, his healing abilities allow him to survive fights with considerably stronger opponents.
Other Special Skills & Abilities:
Heightened sense of danger. Enhanced sight and hearing.
Special Limitations:
While the subject does have enhanced speed, strength, and agility, he is not invulnerable to damage. Subject is protective over children. If went about right, this may be used against him.
Notable Equipment:
N/A
Transportation:
Uses his abilities to propel himself through the air, a “super jump” of sorts.

Strategic Analysis
Recommended Action(s):
Agents are ordered to keep their distance until told otherwise
Threat Rating:High 100%
His affiliation with the Defenders of Paragon alone is enough to classify him as a high threat. His formidable powers, sense of justice, and hatred for Crey, only reinforce our decision.
