On March 28, 1979. near Middletown, Pennsylvania, Reactor 2 at the Three Mile Island nuclear power plant suffered a partial meltdown. Mark Ellis was a janitor on duty at 4am at the Unit-2 reactor. What started as a minor malfunction in the nonnuclear part of the system would evolve a series of automated responses in the reactor's coolant system, and during all of this, the relief valve on top of a piece of equipment called "the pressurizer" would become stuck open. Owing to continued misreading of the symptoms by the operators over a 2 1/4-hour period before the relief valve was closed and the turning off of an automatic emergency cooling system, the reactor core would become partially uncovered and severely damaged. Approximately 2.5 million curies of radioactive noble gases and-15 curies of radioiodines were released. These releases resulted in an average dose of 1.4 mrem to the approximately two million people in the site area. During one of the three blowouts, Mark was exposed to a narrow yet highly concentrated plume of radioactive noble gases (primarily iodine and xenon-133). He recieved a dose of over 100 mrem. The expose of the radiation, krypton gases and the evaporated accident generated water molecules mutate Mark's DNA giving him the powers of a nuclear winter.
Mark Ellis emerges as 3 Mile Man. Suffering from social anxiety and a fashion sense that has him trapped in the 80s; he dresses like Miami Vice, thinks Devo is greatest band ever, and has a crush (obsession borderline stalker) on Heather Locklear.
With the death of his friends at plant from the meltdown and evidence of a corporate cover-up, 3MM becomes dedicated to uncovering a secret history of the 20th century. From time-lost superheroes and mysterious government projects to corruption on a global scale, the stories he investigates are both awesome, and terrible. And as he puts the pieces of the nightmare together, the question becomes: At what point does he stop merely reacting to what has already occurred, and instead use his power and knowledge to put an end to it?
3MM becomes involved with a Paragon City-sponsored supergroup Noir. Noir collapses when their base station is destroyed by Rikti and the death of their founder (Frizzit) and teammates (Lead and Dark Defense). The City simply cannot support another undertaking like Noir with their coffers empty. For the first time in ten years, there is not a powerful neutral defensive force of superhumans watching over the city. No-one to protect the city from threats from outside. No-one to protect the city from itself.
Paragon City is suddenly a more dangerous place than it's ever been.
Down in the dark, 3 Mile Man has been cut loose. Officially, he never existed anyway; a superhuman who performed covert Noir missions under complete deniability. However, unknown to his paymasters, some members of Noir have been using their downtime between missions to make connections of their own. When Noir goes, it will be time to make their own move. VIOLET RAGE, the sexxxy psionic mentalist woman: HumanSpark Plug, a magic energy/electrical blaster. These three have always wanted to make the world a better place. Now�s their chance; also, Paragon City's last chance of any real defence.
3 Mile Man, Violet Rage and HumanSpark Plug form a replacement force that answers to nobody. They make their own rules and take no prisoners. 3MM completely subscribes to the team ideology to fight for a finer world, no matter what it takes. These three vow to be unlike the rest of Paragon City's super-heroes, who perpetuated the status quo, beating insane villains in tights and restoring the order that benefited the powers-that-be while never using their abilitities to challenge those powers and their injustices.
