Threat History
May 25, 1986: John Coyote Jr. was born to John Coyote Sr. and Lisa Coyote on an Cherokee Indian reservation in Western North Carolina.
June 23, 1991: The first Casino opens on the subject’s reservation employing many of the residents and bringing organized crime into the reservation. “The Family” crime syndicate makes it presence known on the reservation. Subjects mother goes to work at the casino as a “Cocktail Girl” and his father falls deeper into alcoholism.
November 3, 1998: The subject begins to spend more time with his grandfather, James Coyote, to escape his abusive father and his absent mother. James Coyote begins to teach the young Coyote the art of herbal medicines and introduces him to archery.
March 26, 1999: The subject had his first exposure to the powers of weather control as he watched his grandfather call forth a cold rain shower to water his garden. It was at this moment the young Coyote began his tutelage under the elder Coyote in the magicks of weather control.
July 2, 2004: Coyote arrived at this grandfather’s home for his regular afternoon instruction to find his grandfather badly beaten on the front porch. The elder Coyote explained to young Coyote that Tommy One-Eye, the Family enforcer for the casino had come by with some of his thugs to warn him to stay out of Family business. The subjects grandfather had been highly outspoken against the casino operating on the reservation and was trying to help get legislation pushed through to have it closed.
After the paramedics had taken the elder to the hospital the young Coyote grabbed his bow, applied the tradition Cherokee war paint and headed out to the casino to have his revenge.
Under cover of darkness, Coyote summoned a light fog to conceal his presence and entered the casino to seek out Tommy One-Eye. He discovered Tommy and several of his minions in the office and began to fire off a salvo of arrows to pin them down but there was just too many of them. Coyote was overwhelmed by the mobsters and beaten into unconsciousness.
July 9, 2004: Coyote awoke, a week had passed and he was lying in a hospital bed looking up as his grandfather’s face. “What you did was brave young warrior, but stupid.” He said in his raspy voice.
“But grandfather, those men were evil and needed to pay for what they did.” Coyote retorted.
“Revenge is never the answer. They will have judgment on their souls in due time. In the meantime, I need you to study. Hone your skills. Become the champion you are destined for.”
“What would you have me do grandfather?” inquired the young Indian.
“Go to Paragon City, the City of Heroes. Seek out Coyote. He is an old friend of mine. He will get you started on the path to greatness.”
July 10, 2004: Coyote packed up his essentials and hoped on the next bus to Paragon City. It was at this time that we lost track of the young budding hero until he reappeared in the hero proving ground known as Outbreak.

Typical Combat Appearance: In combat, the subject was observed wearing a brown animal-hide vest with the embroidered coyote paw print on the chest. Typically the subject also wears tribal face paint into battle. He also dons a headband that is supposedly enchanted with magical wards that protect his body from some harm. This is still to be determined. Recently he has been seen with a feather cape attacked to his vest.
Typical Civilian Appearance: Coyote has been seen wearing a leather jacket and white t-shirt with his Coyote Paw Print logo on it.

Tactical Analysis
Metahuman Powers:
The subject has exhibited great prowess with the long bow. The subject also has basic mastery of the weather. Currently he can manifest it has a gale force wind and can also summon a snow storm that slows the metabolism of his foes. We will continue to document his powers as his training progresses.
Added 11/13/05 Subject has been progressing in his mastery over the elements as well as his prowess with his bow. To date he has recently learned to summon a misty fog that shields his allies and himself from view. This same fog is rumored to also provide some minor defense from incoming attacks.
Added 12/01/05 Coyote’s mastery of weather continues to take shape. He now possessing the ability to call down a freezing rain from above. It appears this “rain” can inflict minor injury to his foes. However, from my observations the main aspect of this power is the ability to slow the metabolism of the subject’s foe thus making their attacks less frequent. It also increases the ability of the subject and his allies to land attacks on opponents.
Added 12/12/05 A quite disturbing development in the progression of the subject’s powers occurred today. Coyote Storm was seen harnessing the awesome power of a hurricane! The subject thrusts his arms to either side and a large swirling storm of wind and clouds radiates from his body forcefully pushing his foes away and in some cases making it impossible for his adversaries to strike him. Additional study of this power will be required. Please see additional surveillance report on Hurricanes.
Added 01/02/06 Through intense concentration, Coyote Storm is able to summon an enormous lightning bolt that is accompanied by a loud thunderous clap. This clap has been able to disorient or stun all of his nearby foes.
Added 03/27/06 We have observed Coyote Storm summoning an intense Lightning Storm in combat. This is an extremely powerful attack of his and we need to try to develop a counter to it. All armored agents need to proceed with caution. See surveillance report for additional information.
Fighting Skills:
Updated Coyote Storm has been seen displaying great strength and endurance in battle. It is believed he has been training himself under the canopy of trees in Perez Park where our surveillance cameras can’t see him. He has been seen several times in Perez Park taking down legions of Hellion thugs at a time. At this we are unsure where the subject received this new training but further investigation in addition to intense surveillance is underway.
Other Special Skills & Abilities:
In addition to his natural prowess with a bow, Coyote Storm is well versed in herbal medicines. The subject is continuing to study up on the uses of many herbs to enhance natural abilities and it remains to be seen if he will be successful with this. The subject is also well educated in American Indian lore and American History.
Special Limitations:
No special limitations have been noted at this time.
Notable Equipment:
The subject wields a bow that does not appear to have any special properties associated with it. He also carries with him in battle a quiver of several different types of arrows. It is also believed that the headband he wears carries some special enchantments but that is still being researched.
Added 01/04/06 Coyote Storm has recently come into possession a magical pouch that seems to produce an endless supply of medicinal herbs. At this point the herbs seem to only provide minor healing to Coyote Storm's teammates. Further investigation is required to determine the origin of this pouch.
Updated 01/09/06 See surveillance report regarding Terra Volta reactor, apparently Coyote Storm's magical herbs and pouch were contaminated by the radiation and rendered ineffective. Whether or not he will seek additional herbs remain to be seen.
Updated 01/23/06 Coyote Storm is back in possession of his medicinal herbs and is able to heal his teammates. Fellow U.S.S. member, Dutch Clutch, crafted Coyote a metallic delivery device that can, reportedly, protect the herbs from outside contamination and can also aid in the quick delivery of the herbs.
Updated 02/25/06 Coyote Storm has recently come into possession of magical herbs that will heal himself. He again had Dutch Clutch craft him a special device to allow for the quick delivery of the herbs during battle.
Transportation:
Currently, Coyote Storm has on loan a Longbow jetpack to travel around Paragon City.
Update 01/09/06 Longbow had repossessed their jetpack from Coyote Storm. However, since leaving the Terra Volta Reactor, Coyote Storm has been seen bounding across the roof tops.

Strategic Analysis
Recommended Action(s):
Coyote Storm is quickly becoming a threat to Crey Industries and has been named Threat of the Week for the week ending January 15, 2006. He, along with the other members of the United Sanction Society, over the past couple months have been powering through the criminal community like a rampaging juggernaut and we are beginning to get concerned here at Crey Industries HQ. Additional manpower has been requested to step up surveillance and intervene where possible.
Crey Agent Tracy Nord has been assigned to gathering updated information on Coyote Storm’s family back in North Carolina with the hope of finding a weakness there. I will report on this as it develops.
