Powers of illusion and force manipulation are secondary to her powers of persuasion. Early assessments from our undercover survellance indicated Seavers a low risk, until it was revealed she had detected our operatives, outsmarted them, and manipulated their observations. She has also developed a small fan club among our imaging department. Her friends call her "Elu."
Her history is perhaps as elusive as her name suggests. Our research department has determined that her birth name is Elaine Lucille Seavers, though she rarely uses that name now. Her parents were Paragon City socialites who were murdered when she was very young. Having no relatives, Seavers was placed in Saint Anthony's orphanage which used to reside just outside Paragon City, but it was destroyed in a fire when Seavers was approximately seven years old. She was then placed in foster care for a brief time with a couple who disappeared under mysterious circumstances. Elu effectively became a runaway by the age of twelve, and survived on the streets of Paragon City throughout the various trials and tribulations it's suffered in recent years.
She was reportedly with The Lost for a time, and also has had romantic ties with members of The Outcasts and Hellions. Though she now boasts fighting crime, her actual intentions are circumspect. It has only been recently that her actions have involved fighting crime rather than inciting it, and this change has coincided with her more visually noticeable expression of magic powers.
Elu openly projects bubbles of mystical power that protect her fellow teammates from physical harm. She also uses blatant mystical spells to blind, subdue and warp the minds of her opponents, often getting her enemies to fight their own people, or purposefully wander aimlessly into friendly lines of fire (or her teammates' fists). She is particularly effective at doing this to the rival gangs of Paragon City, many of which had come to trust her before she turned on them.
It's unclear whether she's always had these powers of manipulation and protection and only recently been less careful in hiding them. If these powers are not a recent development, it would explain many things about her past, and perhaps insinuate her involvement in even her parents' deaths. Our research department is reportedly still digging deeper to uncover these uncertainties about Elu's past. She has only very recently come under Crey's unblinking eye, and it's only a matter of time before we finally determine if she truly be friend or foe to our enterprise.
Addendum: One of our operatives overheard her talk not long ago with some unidentified individual in passing about Founder's Falls, and how she was looking forward to The Carnival. She reportedly said, "I'm so looking forward to it! It'll be the best party ever!" She then asked her friend to "send the Madame my love."
