Threat History
Magnus came to Paragon City in the year 2000 to pursue post secondary education. He managed to get a job as a security guard in one of our nuclear power plants. Shortly after he got the job he was pushed into one of the radioactive waste tanks, it was in the waste tanks where is powers manifested themselves to him.
After the “incident” Magnus left Paragon city to parts unknown. Our most likely assumption is that he went back to Canada, and started his own company in his home town. Over the years he profited from this business handsomely and is rumored to still have the company which still runs to this day.
In April of 2004 the subject was seen in Crystal City, Texas stopping a robbery at a gas station using his radioactive powers for the first time since his incident in Paragon city. The subjects costume was quite amusing as it consisted of a hanker chief as a mask and an old jacket. But as he told the local media in Texas “it was all I had at the time.” They also asked him what to call their new savior and he told them that he calls himself Goulraght which means radiation in Scottish Gaelic.
Weeks later “Goulraght” as he was now called returned to Paragon City since the incident he had at the power plant. For the first few days he tried to seek out a metahuman doctor to get a medical report to see what all the radioactive waste did to him, he was completely stunned when the doctor told him that it wasn’t the waste that changed him, it was his mutation which in his case stayed dormant until he was pushed into the waste 4 years ago and all it needed high stress environment and an outside stimuli to trigger it. He has also discovered that he is not radioactive as the local paragon media has labeled him, but he can absorb and control all types of radiation with little to no harm to himself, and how he does this is unknown to us.
Since his medical report he did freelance hero work, for Paragon City for a period of several weeks. After that time the Canadian super group, the Canadian Red Watch Elite picked him up as a member. The small group did quite well for themselves for a period of several months before disbanding for reasons unknown.
It was after this time for several months that Subject 1919 went back to solo freelance work with less and less frequency in paragon city before he disappeared almost entirely. Since then we are not sure IF Goulraght plans to return, but have learned to never underestimate metahumans and so called “disappearances”

Metahuman Powers: The subject can control radiation of all types either offensively with different blasts, and defensively with inflicting debuffs, and the ability to leap very far distances with little damage to himself
Fighting Skills: The subject was noted to have a black belt in the martial art of ninjutsu
Notable Equipment: 1919s “Welding” Goggles as he dubs them have been know to emit electric and FM radio frequency currents. What we have found out with the 394-4LDSA (now obsolete) in mid 2004 the subjects goggles were a very high tech portable supercomputer, not much is known about this device since subjects 1919s disappearance in 2005. We believe that this device was used as a long distance sight aid, targeting system, several vision modes, and encrypted radio frequency scanner.
Transportation: During the first few months of subject 1919s stay in Paragon city in mid 2004 he experienced a secondary mutation that increased his agility and leaping ability one hundred fold, shortly there after the subject was seen leaping over 14 story building with spans of these leaps measuring one and a half miles to 2 miles across.

Recommended Action(s): In mid 2004 all Crey field agents were ordered to observe Subject 1919, and do not engage, unless the subject reacted and used hostile action first. All orders have been called down since the subject’s disappearance
