The following information has been compiled after several months of research.

Subject #194, Chain Lightning possess high level super speed and electricity based offensive and defensive capabilities. He has also exhibited a limited control of his body on the molecular level that allows him to attain invisibility. He has demonstrated that he can also lend his speed energy through this molecular control to others granting them a temporary invisibility for a limited time. An early record on file at city hall suggests that he has in the past attained the speed of light and consequently broken the temporal barrier. Reports are incomplete, but indicate that the subject, while aware of this ability, is hesitant to do so. Paragon Medical has confirmed at least two extended stays at their facility of the subject, and both are believed to be a result of his ‘time travels’.
His fantastic speed and electricity based powers were a result of a mishap resulting in his body being bathed in an unknown combination of unknown chemical compounds. This information has been confirmed by the subject himself in various media interviews. Having disclosed this information willingly, our own research has pulled up several industrial disasters in the last twenty years and after exhaustive inquiry, we have eliminated all but three of them. One was in a test facility in California and there was little to no injuries associated with this incident, or at least none reported. A second took place in an undisclosed location in the United Kingdom. There were several fatalities and numerous injuries in the UK incident and not all of the affected individuals of this accident have been accounted for. The third was a chemical spill at the Sterling Wonder chemical company back in 2001. Rumors persist that Aaron Sterling, son of CEO Damon Sterling, was injured in this accident.
Details on the accident have been sealed as at that time Sterling Wonder had three months previous signed an exclusive research contract with the federal government.
All covert attempts at uncovering this data have proven unsuccessful. At this time there is high speculation in the department that Aaron Sterling and the hero Chain Lightning are one and the same.
Addendum 8/26/06
Reports in the street is that Chain Lightning recently participated in an experiment conducted by Portal Corps and the use of one of their devices as a temporal gateway. We have been unable to gather sufficient evidence to support this, but rumors are that Chain Lightning was greatly affected by the experiment. He has not been seen in the familiar blue and yellow outfit he is known for, and there are reports of a being possessing all the abilities of Chain Lightning, but comprised of all electrical energy, now being spotted in Paragon City. A lucky passing tourist in the Talos Island district managed to snap a digital photo of this new Chain Lightning. See accompanying photo dated 8/26/2006
Their is rampant speculation that the man once known as Chain Lightning may now be a normal human and his powers and abilities have somehow been split and taken on a physical form of it's own. This should naturally have been impossible and we are even now placing Chain Lightning on high priority observation.
