Threat History:
Jase Skies was damned his whole childhood. He wasnt meant to live. His immune system was very weak, so there was always some sort of sickness that plagued him. Kristine Skies, his mother desperately tried to gather the money to pay for his medical bills. His father had ran away the day of his birth. Jase was bedridden most of the time, all he could do was stare longingly outside at the clouds. Doctors said Jase wouldnt live past his teens, but soon fate changed its course...
Jase is not the original Cloud Runner. Truth be told, we never did find out who he was or where he came from. He first appeared in Paragon in the late 60's, but had been sighted in San Francisco some time before. From what we gathered he could absorb moisture in the air and release it at will from his body to form clouds. So, he could not necesarrily control the weather, but more manipulate clouds to change the weather. The first Cloud Runner could also control gravity to some exstent, using it to fly. We later found out that he was a mutant.
Well, as I said earlier Jase Skies was not predicted to live past his teens. The doctors soon found out that Jase's kidney's were failing and he would surely die if something wasnt done. Kristine didnt have the money to pay for a transplant. What they needed was a miracle. And thats just what they recieved. What Jase didnt know was that a guardian angel had been watching over him for a long time and was waiting for the day to save his life. Along with a large sum of cash, Jase was given a kidney from an anonymous donor and his operation was paid in full. The operation went smoothly and the very next day he made the papers. The headline was "Cloud Runner saves a childs life!" , it pictured Jase in his hospital bed with the hero Cloud Runner next to him, giving the thumbs up. I guess there is no limits to what these heroes do for this city.
That was not the last time Jase would make the papers. After the operation a mutation took place inside of him. He developed Cloud Runner's powers. This couldve possibly been an amazing scientific discovery. By gaining an organ from a mutant it could trigger the same mutation! With test's we found that it is not that simple. Maybe Jase just had a guardian angel and he was getting what he diserved.
Cloud Runner took Jase under his wing as a sidekick and taught him how to use his powers for "good". Jase took the alias Kid Cloud and worked the rest of his childhood to repay his debt to Cloud Runner. The two made quite a name for themselves in Paragon. The day came where Cloud Runner had to pass down his cape and namesake to Jase. The two were never seen as a team again and Jase became the Cloud Runner we know today. When Jase's mentor left he left another large sum of money for Jase and his mother to keep them supported for the rest of their lives.

Metahuman Powers:
Jase Skies developed the exact same powers as the original Cloud Runner. After his operation he gained the ability to absorb moisture in the air and release it at will from his body to form clouds. So, he cannot not necesarrily control the weather, but more manipulate clouds to change the weather. He also has the ability to control gravity to some exstent, using it to fly.
Fighting Skills: He will usually take to the sky and use a combination of arial manuevers. He surrounds the area in fog and clouds, making it difficult to see. He will then suspend his target in the air, making it defenseless.
Other Special Skills & Abilities:
Jase has devoted the other half of his life to studying science and mutations. This has made him very knowledgable of his powers.
Special Limitations:
Cloud Runner is vulnerable in tight quarters where it is dry. If he has no room to fly and no moisture to absorb, he is almost powerless. Though we have discovered that he is able to store large amounts of moisture in his body and release it later on.
Notable Equipment:
The subject has also been seen in flying gear, making him much more aerodynamic.
Transportation:
Well, there is no question as to what other type of transportation the subject would use. He is able to fly at great speeds, also using many flight manuevers.
