Personal History:
The life of Raymond Parker prior to his mutation gene becoming active is one of little interest and hardly worthy of note. What is curious to note is that Seadevil seems to be one of the few truly aquatic-based heroes in the city. From what we can gather from eye-witnesses, police reports, and medical staff testimonies, Raymond was one of several Talos Island residents caught in a bridge collapse when the armored super-villain Thunderhammer (Note: Original Thunderhammer is reported as being deceased. His son, Reginald Baker, is listed as the current Thunderhammer.) destroyed the bridge's support columns in an attempt to flee authorities.

Trapped in his car and submerged in water, Raymond was trapped beneath the bay for over an hour. After being pulled from the wreckage the subject was taken to the local hospital where doctors discovered not only that the subject had no brain damage and negligable physical wounds, but he had also developed gills behind his ears. It is hypothesised that the mental and physical stress of the events leading up to and involving the accident caused Raymond's latent mutation to manifest. After a brief stay on the hospital, Raymond was released. The first spotting of Seadevil did not occur until a few months after the incidient however and it is suspected that the subject used this time to hone his newfound abilities.

Currently the subject is not a threat to Crey Industries, still unaware of the inner goings-on within the organization.

Addendum: Recently, Seadevil was inducted into the Defenders of Paragon, one of the highest rated threats to Crey Industries. This does up the subject's Threat Rating substantially, but alone he still seems unaware of any of Crey Industries' current projects.

Tactical Analysis

Known powers and abilities:

  • Raymond's mutation has turned him into a fully amphibious life-form, capable of living on the surface and being able to stay beneath the water with no ill effects thanks to gills behind his ears. In addition, his body has mutated to allow him to survive the pressure of the ocean's lower depths with ease. As a side-effect of this, Raymond's physical strength has greatly increased, allowing him to lift (press) near 10 tons and enables him to leap across rooftops with relative ease.


  • His vocal cords have also changed so that, while primarily for echolocation, they allow him to emit sonics for various purposes, from bouncing certain wavelengths off a foe's inner ear to induce sleep or disorientation to firing focused bursts capable of toppling a car.


  • Much like an electric eel, Raymond's body is capable of emitting a strong electrical charge as a means of defense. The upper limit of the charge has yet to be determined. This ability combined with the aforementioned sonics make up the Seadevil's primary means of offense.


  • Lastly, Seadevil has been known to display a form of telepathy, appearantly limited to sea life. On more than one occassion, Seadevil has summoned some form of sea predator to aid him in a battle.


    Known equipment: Offensively, Seadevil seems to rely solely on his mutation to deal with threats. However, his suit has been designed to allow for easier underwater travel, equipped with fins on the forearms and back of his legs and and webbing between the fingers of his gloves.

    Recommended Actions for Apprehension: The Seadevil, while still formidable, is a slightly lesser threat on land than in the open water where he has free range of movement and able to summon aid in the form of aquatic creatures. Repeat: ENGAGE THE SUBJECT ON LAND ONLY.
