Threat History

The previous information we obtained on the Havok brothers was found to be untrue. Our original source came from File 604056-H which stated that the brothers were part of the Apollo Project, an experiment carried out by the US Military to create super soldiers. The brothers were said to have been removed from the project and put into an advanced program appropriately titled HAVOC. From there they became the Havok brothers we know today.

THAT INFORMATION WAS FALSE.

We have discovered that the document (604056-H) was a counterfeit created in order to stir up confusion on the brothers’ true origins.

The following file was retrieved from one of our black ops agents, Oro. He discovered the location of this crucial information.

This newly obtained document names MCORP as the sole contributor to the Havok’s creation. It also states that MCORP is a subsidiary of Crey Industries. We have found no truth to this fact.

At the ages of 19 and 18, the brothers joined the United Stated Military. A career that was short lived. The reason for this was due to their rapid advancement through the ranks; their achievements did not go unnoticed. The brothers were approached by a representative of a company named MCORP that specializes in gene alteration.

Through unknown means, MCORP discovered that Jason and Cade shared a unique genetic code so rare it was almost myth. Around this time a large sum of money was filtered into the Military fund by an unknown source; shortly after the brothers were discharged from Military duty. It is assumed this transaction was carried out by MCORP in a successful attempt to “buy” the Havoks.

Upon their release the brothers were sent home under protection of a convoy. After several hours of travel, it was realized that their destination was not home, but rather a facility owned and operated by MCORP. The accompanying soldiers tried to subdue Jason and Cade, but were met with heavy resistance. After a long battle, 150 (specific) men finally subdued the Havoks and they were taken into custody.

It was at this time they were transported to an MCORP facility located in the Arctic, where the primary genetic splicing experiments took place. For unknown reasons it seems the Havoks decided to cooperate with MCORP.

Because of their aforementioned unique genes, they were put into a program designed to genetically alter human DNA in such an extreme way that they would become something much more: Super Human. A successful candidate would be endowed with abilities far greater than our normal standards. Jason and Cade had latent abilities that would now become fully realized by themselves, and fully utilized by MCORP. This was dubbed the “Chaos-Fusion Experiment”.

With the success of the “Chaos-Fusion”, the Havok brothers were sent on several test scenarios to see how their bodies handled certain situations. They were put through many brutal training sessions that entailed long hours of exercise and combat. Occasionally they were sent to strange and unknown locations where they would engage real targets and neutralize them.

There is reason to believe that Jason and Cade were sent on a number of black-op missions carried out for MCORP. The only substantial evidence is the record of the “Hostile Zone Effort”, a mission of which there are little details about. However we did obtain some information: The Havoks were Halo dropped into a “hot” zone and ordered to destroy a complex (the specifics of which are not known). It was recorded that the Havoks entered the complex and were met by a number of armed soldiers (according to the body count afterwards, there were 982 men – a small army, and this was in the complex alone).

Due to incomplete recovery of these documents we have a considerable gap in the timeline between the “Hostile Zone Effort” and their appearance in Paragon City. MCORP outfitted them with their current weapons and armor however it has been confirmed (to our knowledge) that they are no longer affiliated with the company.

Tactical Analysis

Metahuman Powers: Due to “Chaos-Fusion” the Havok’s natural abilities (amazing in their own right) were amplified 100%. They are faster, stronger and more resilient than any normal man of their age.

Fighting Skills: The Havoks are masters at multiple opponent combat. This can be clearly noted by reviewing the events during the “Hostile Zone Effort”. The Havok brothers seem to accept any challenge, even if the odds are grossly against them.

Other Special Skills & Abilities: Their previous military training has taught them much about battle situations. Both Subjects have shown to be master strategists. They are proficient in almost all types of weaponry and have considerable technological experience.

Special Limitations: Unknown as of now.

Notable Equipment: Subjects are encased in high-powered battle suits. They seem to be resistant to flame, bullets as well as various forms of energies. Their helmets provide them with an uplink patched into the Defenders computer system enabling them to have access to maps, schematics and information about numerous threats they may encounter. Also in their possession are what we have come to know as Cybernetic Arm Sheaths - Metallic Casings that cover and protect their arms. These casings seem to have a direct link to the brothers' neural centre, allowing them to control sets of multi-frequency IonBlades. It is unknown what consequence would occur upon severing this link.

Transportation: Subjects have been equipped with anti-grav "jump boots" which enable them to leap great distances.

Strategic Analysis

Recommended Action(s): Monitor. The Havoks have very keen senses, and are very mindful of their surroundings. In addition to this, they are very well practiced in stealth combat and guerilla tactics. Direct engagement would most likely result in harm to any operatives. It is recommended that Paragon Protectors be called in to handle any dire situations that arise concerning these two.

Threat Rating: 100% Only Crey Operatives equipped in power armor or Paragon Protectors may engage the subjects.
