Jack Green isn't your ordinary "hero." He's not a mythical entity from another dimension here to combat the spiritual disturbances of Paragon City. He wasn't exposed to a radioactive isotope and granted super-strength. He can't turn invisible, can't run faster than the speed of sound, can't leap tall buildings in a single bound, and he certainly can't shoot out explosive blasts of electricity from his hands.

Hell, he can't even see.

Jack lost his eyesight during the Rikti War, when his eyes were crushed by falling debris during the evacuation of his apartment building. It became quickly apparent to the doctors that Jack would never see with his own two eyes again - while the visual cortex of his brain was still fully functioning, the eyes themselves had been damaged beyond repair. Because of this, one of the doctors proposed the use of a new technology - the VISOR (VIsual System Organ Replacement), which transmits waves of electromagnetic light to the users brain to, in effect, allow them to "see."

The procedure didn't just work - it was an amazing success. Jack learned that every gives off a small electromagnetic aura that humans cannot see, as it is well outside our visual spectrum. He was able to see, for example, the air folding around someone's fist if they were preparing to throw a punch. By tuning his VISOR to these frequencies, Jack became able to anticipate these actions, giving him the appearance of having heightened reflexes.

Ipso facto, while he's not actually a superhero, he has the ability to fight crime, and that's enough to make him a threat.
