Dr. Renee Picatti was a petite, mousy biomedical researcher who decided to experiment on herself with a Crey mutagenic super-soldier derivative that was apparently shipped to her lab by mistake. Although the employees responsible for the error have been dealt with, the decision was made to observe Picatti's work and results, since she has been nice enough to publicize them.
The results are astounding. Picatti grew tall, muscular and super-strong. Not merely a cosmetic change, carbon in her body has formed into chain molecules extending from cell to cell, effectively making her tissues as tough as diamond, although reportedly still soft to the touch. Her blond hair and tan skin, however, are the result of peroxide and sunless tanning cream. Her chest is the result of a different procedure entirely.
Her heroics, at first through the SERAPH division of the FBSA, concentrated early on against Dr. Vahzilok and other science-oriented villain groups.
Reveling in her new physique, Dr. Picatti has been making a very nice living from pinup modeling and exotic dancing. She has worked part time as a go go dancer at the now defunct Paragon Dance Party, and more recently at Pocket D.
Picatti has not only publicized her own continuing biochemical work on herself, continuing to increase her strength and durability, she also makes televised appearances and guest lectures at Paragon University on the subjects of super-soldier serum, superadine, rage and excelsior, as well as the theories and techniques of Dr. Vahzilok.
Toughlove was temporarily placed on probation for excessive use of force when she first became active as a hero, and critics and tabloid reporters have accused Picatti of herself being addicted to the super- performance- enhancing drugs she gets paid to warn everyone else about. She has also been accused of public indecency and lewdness on several occasions, but no charges have ever been filed.
Recently, Toughlove offered to work with HeroCorps and has been wearing a variant of the blue uniform. She said she chose our subsidiary over Ms. Liberty's non-profit FreedomCorps "for the better paycheck" and apparently waited until her current level of fame so that she had some bargaining power on her cut of publicity and endorsements involving her image.
UPDATE: Apparently Dr. Picatti fooled us. Her "greedy" HeroCorps stint may only have been to get her far enough into Crey Industries to investigate Project Revenant.
