Our operatives have had a difficult time uncovering information, but once her real name was known, some facts came to light.
Background:
Quiet, mousy Evelyn Lamb was content with her life. She had loving parents. She owned her own business, a small bookstore specializing in old books and her beloved pulps. She was engaged to the man she loved.
Until she woke up dead.
Two years dead, she soon realized. Confused and insubstantial, she drifted through the streets, tracking down the threads of her life. Her parents had separated; her mother had moved to a different part of Paragon, her father remained mired in depression over his daughter’s death. Her bookstore, Vintage Volumes, had become a Starbucks. Her fiancé Charles had moved in with someone else. Her doldrums lingered until something—or someone—began to insistently pull at her, drawing her away from what was left of her life. She resisted, fighting for what she felt was her existence. Desperate, she grabbed for what was familiar, and felt an unexpected source of strength in her old Atlas Park apartment. She flung herself toward it...and found herself facing two strangers. It would be hard to say who was more surprised.
The new tenants, Shane and Matt, recovered quickly from the shock of her unexpected appearance. The young couple had been engaged in a Wiccan ritual to cleanse and protect their new home, and they never dreamed they’d summon up a spirit. For some reason, however, Evelyn seemed to be a spirit no more. She was suddenly substantial enough to be seen, touched, heard. Oddly, her new form was clothed in a strange amalgamation of pulp hero costume and fetish wear, all of it red. Oddest of all was the chain that wrapped around her, fastened with a padlock. Did any of it mean anything? Or was it all a product of her own mind?
Overshadowing everything was the question she was afraid to ask: how had she died? A sudden illness? An accident? Then she lifted her cowl, and saw that her throat had been brutally slashed from ear to ear. With the help of Shane and Matt, she soon discovered the worst: she had been murdered, and her killer remained unknown.
Matt and Shane kindly offered their new friend a room in the apartment. They convinced her that, in Paragon City of all places, she could move around freely in public without causing raised eyebrows. And from there, she began to think about joining the ranks of the costumed heroes that kept the peace. After all, someone out there was a killer, and if she could do even some small thing to protect others from sharing her fate, wasn't it her duty to do so?
She soon got in touch with MAGI, and the experts there investigated the parameters of her undeath. They informed her that she seemed somehow trapped between the material world and the spiritual one, held there by someone—or something—they could not discover.
Her new body was formed of ectoplasm and quite resilient. She could also sense the ebb and flow of spiritual energies, and with some tutoring, she was able to manipulate them in order to harm her enemies or heal her friends. Soon, she and her handlers felt she was ready to take her place among the protectors of Paragon City. Inspired by her favorite costumed crimefighters of the 1930s, she took the name ‘The Scarlet Specter’.
Soon after she joined the group known as CHRYSALIS, and so she must be reckoned a threat. This group is a known threat.
The Specter's activities have been hard to follow, but it seems she has become involved with several heroes, even forming a romantic relationship with one, which appears to have been ended. As an individual threat the Specter is probably low-level at this time, as she seems more interested in the activities of the Circle of Thorns than in Crey Industries.
