Originally thought to be a normal, bow wielding hero, the threat we have listed as 23138 aka "Energy Lancer" has since been discovered to be a mutant, and much more of a threat than some bow-enthusiast could ever be, and while this is the reason we have finally added her to our threat database, we are sending the appropriate field data so that she can hopefully be dealt with as she recently began a rather surprisingly successful campaign against some of our more lower level operations.
Her mutant ability stems from an odd "Atunement" with a weapon, possibly more than one, as we have seen her utilize other weapons with good proficiency such as the Blackwand, Nemesis Staff and the Sands of Mu, which are common with heroes that have been around long enough to draw upon long standing City Commision and its various gifts.
As stated, originally we believed this archer to be no real threat, and we have now moved her to the standard threat rating common with many of the heroes roaming Paragon City, though we have yet to find out too much about her Atunement power, we do know she can generate bio-energy and utilize it in three known ways. More will come as we follow closely on this newfound theat.
