Robert Justice is a former Captain with the Texas Rangers and headed up their drug task force.
While investigating a powerful drug ring, Justice angered many of the upper ranks of both Law Enforcement and the drug ring due to his single-mindedness and drive to succeed.
In an attempt to divert the attentions of Justice, the leaders of the drug ring hired an arsonist to burn Justice out of his home, and hopefully kill the Ranger. During the fire, Justice was severely burned trying and failing to rescue his wife and children.
As a result of his injuries and the traumatic loss of his family, Justice suffered a mental breakdown and seems to be even more ruthless and driven than before. He has hired a childhood friend who is an inventor to build and equip a special suit for him which allows him to fight criminals with the very element that took away the love of his life and his children: FIRE.
As his friend develops new methods for controlling the fiery weapons, he sends them to Justice to use in his seemingly never ending battle with crime. The only thing that comes close the the love he had for his family, and his hatred for criminals, is his love for, and pride in, his home state of Texas.
This inventor friend seems to be the type of person Crey Industries would like to have on their payroll, and would have hired if they knew who he or she is and where to locate them. It is suspected that this inventor would not willingly work for Crey Industries, but there are methods available that may be able to overcome that resistance.
Texas Justice has formerly been associated with The Legends of Texas group, which was reformed as the Legends of Paragon. Since many of his former comrades have been transported to a strange dimension and transformed into various mythical creatures such as Dwarves, Elves, and other oddities, he began a quest to find other like-minded heroes to fight along side and found The Magnus Institute to be exactly the type of heroes he likes to work with. Texas Justice has not limited himself to fighting beside only heroes from the affiliations, but can also be seen fighting beside heroes from various other groups who seem to have the same determination to fight the criminal elements of Paragon City.

A very accomplished fighter when fighting from long range, but very weak when engaged in hand to hand or close range fights due to the weakened condition of his body from the burns he suffered.
Always wears a white cowboy hat, no matter the season or weather conditions.
Diagnosed with a multiple personality disorder although this personna seems to be the dominant one. This personna is very intense, driven, and seemingly cruel in his treatment of criminals. Justice seems to delight in the pain suffered by his foes when burned with his flames. It is suspected, but not confirmed, that one of the alter personna's has begun to fight crime as well using the name Texas Red (a report of this heroes activities is being compiled), as the costumes are similar except for reversals of coloration, and the fact that Texas Red wears a Black Hat at all times. This matter is under investigation by Crey Security at this time and should be treated as a suspicion only until confirmed by Crey Security.
Another hero that seems to be related to Texas Justice is Texas Lawdawg, believed to be a distant cousin. Reports of this heroes activities are being compiled by another agent, and should be available soon.
