THREAT ASSESSMENT NO. 3613.....SUBJECT: ArcLight.....
CREY HERO CLASSIFICATION: Blaster
*Sightings of a new hero in Paragon city have been flowing in. Subject goes by the name "ArcLight" and seems to be able to control various forms of energy. Abilities so far un-confirmed, though on scene accounts claim Subject is able to generate tremendous beams of energy at will.
(During my research into the subjects name I discovered a version of "Arc Light" in the military database. I found that it was, at one time, used as a call sign for a B-52 strike. Further inquiry into the military database regarding the name "ArcLight" was oddly restriced. Should I proceed in attempting to aquire more data?)
*Subject has flight ability. Speeds un-confirmed though highly doubt it is in "super speed" catagory. Subject is very strong, though does not appear to be in the upper end of metahuman capabilites.
*Costume is Midnight Blue with accents of Gunmetal Gray. Full mask with a hood conceals any chance at identity. Gives a somewhat intimidating presence which is probably by design.
*Close fitting body armor along shoulders, forearms/hands and boots. Power appears to be self generated and not a product of his armor/suit. Seems to have some form of electrical attack, but only witnessed when in close contact with an enemy.
*Known affiliations: Has been seen in the company of the Justice Force, Defenders of Paragon, the Centurions and increasingly, the Bone Squad. Quite strong company for a fairly new hero.
STATUS: It is my opinion that due to his affiliations, and the other factors stated above, this Subject bears further surveillance.
