Threat History

The long and multifarious history of The Imperial begins nearly a century ago in Industrial Revolution era Paragon City. Born to the nefariously wealthy (and notably non-philanthropic) Cromwell family, Alastair Victor was the second child out of what would be eight to the family patriarch, Mr. Rudolph Oliver Cromwell.

The hero known as The Imperial however, made his first debut into the public realm towards the end of the Great Depression, fighting alongside an early version of the Freedom Phalanx. It was during World War II that The Imperial - armed with his now famous and ubiquitous weapon, the “Sceptre of Kings” – first came to public prominence. The front page newspaper picture of the hero stopping a V2 rocket from destroying a London orphanage catapulted him to fame among the Allies.

Since then, the hero known as The Imperial has largely enjoyed world-wide fame and celebrity status, something he appears to desperately try to avoid. His kindly nature combined with his uncanny longevity has made him into a paradox of sorts with the community at large. On one hand, his decades of service and legendary weapon have made him somewhat of a revered, mythic hero – some have even gone so far to dub him the “American Arthur,” with the Sceptre of Kings filling the role of an “Excalibur for the USA.” Conversely, his humility and well known discomfort with his celebrity status have turned him into a grandfatherly figure for much of America’s law enforcement community, both metahuman and mundane. In fact, many of Paragon City’s current “super heroes” were members of The Imperial’s “Junior Justice Club” as children.

Typical Combat Appearance: The “burgundy and gold” suit The Imperial dons is well known across the world, but from fabric samples taken as a result from various battles the suit has been determined to be of no remarkable substance whatsoever. The fabric makeup of the costume has understandably changes through the years; most recent sightings and samples indicate it is a curious mix of Kevlar and a latex polymer.

Typical Civilian Appearance: Subject shows a high propensity towards bespoke suits. Given the era he grew up in combined with his well-off social status, this should come at no surprise.

Tactical Analysis

Metahuman Powers: Whatever process the subject underwent obviously granted him an unnaturally long life (he appears not to have aged not a day since before World War II – the subject himself claims to have underwent an esoteric magic ritual in the early days of the war), a massive amount of natural invulnerability, the noted lack of need for oxygen & air, and a very potent ability of flight - being capable of interstellar travel (having done so to save an Apollo lunar mission decades ago).

Fighting Skills: Subject is a highly skilled hand-to-hand combatant with training over the years consisting largely of American boxing, Wing Chun, Judo, and Hapkido. Subject is also highly skilled and dangerous with his typical choice of weaponry: the “Sceptre of Kings,” a medieval flanged mace. The fighting style with the weapon can easily be applied to various improvised weapons such as wooden planks, piping, and baseball bats, although the Subject has been shown to be hesitant to do so in the past.

Other Special Skills & Abilities: In addition to his vast, if somewhat limited in potency, magical skills, the Subject also has extensive knowledge of the legal system and various academic realms such as history and literature.

Special Limitations: In the past, subject has been shown to be particularly vulnerable only towards psychic-based attacks.

Notable Equipment: The Subject has been continually identified with a weapon known as the “Sceptre of Kings.” A detailed analysis of the weapon is forthcoming as an additional report to the file.

Transportation: While operating under the guise of a crimefighter, the Subject typically flies to and from his destination. In mundane / civilian settings, the Subject shows a great reluctance to engage in shows of metahuman power and is typically driven around in one of several luxury sedan he owns (Maybach and Rolls-Royce exclusively).

Strategic Analysis

Recommended Action(s): Mr. Cromwell has traditionally made a point to remain polite to our agents while operating in the public’s interest, but has upon several occasions probed too deeply into some of our operations and has physically apprehended and summarily arrested significant numbers of our employees that he had witnessed assaulting, battering, and otherwise accosting local citizens.

As a result, suggested actions around Subject 43 include non-aggressive dialogue and tactical withdrawals while in public. Given the popularity the subject enjoys in the public eye, any open confrontation with The Imperial should be avoided for the significant public relations nightmare it would cause.
