Threat Assessment: Smersh should be classified as a moderate threat. While his organization bears further scrutiny, he is no major threat to our long range interests. However, it is unlikely that our field agents can bring him down.
This individual has a checkered past, in that we only have partial data. We do know that he is a very talented individual, seconded to the KGB from Spetznaz, and that he is an accomplished computer programmer. He has dropped from sight many times during his career, but what information we do have is as follows:
Yevgeny (family name unknown) enlisted in the Soviet army in 1976, and was sent to Afghanistan during the Soviet occupation. He was assigned to a Spetznaz unit, hunting for CIA operatives and weapons during this time. (We have reports that he was jokingly referred to as 'Rasputin' by his fellow soldiers, for his survival in untenable situations.)
In 1983, he was seconded to KGB Special Section 8, an anti-super unit within the KGB. At this time, KGBSS8 was working closely with the Bogatyr Project, a program designed to produce technological answers to the problem of super-powered heroes. This is when he acquired his prototype battle armor, which he still uses.
We have reports of his work during this time frame, 1986-1991, in New York, Paris, Berlin, Bogota, Karachi, and in Afghanistan. There are large sections in which his activities are unknown. He did, however, clash with the secret US military group Vigilance on several occasions in this time.
He was operating covertly in Afghanistan in 1991, during the collapse of the Soviet Union. An unknown Afghan DELTA (Delayed Evolution - Latent Transfer Anomaly) engaged him in combat, and wiped out the memory cores of his suit.
Somehow, carrying the armor on his back, he made his way through the Khyber Pass, to Pakistan, where he made contact with the KGB Section Chief in the embassy.
Emigrating from Pakistan, through Mexico, he settled in the US. He has been a resident of Paragon City for the past seven years, living in a small apartment in King's Row. He surrounded himself with computer equipment, working on a new OS for his battle armor.
In the past few months, he has obviously been sucessful.
The Komisar, the head of KGB Special Section 8 in Paragon City, made contact with Comrade Smersh sometime during that seven years, but the details are unknown.
