Vincent Aleksei (AKA Red-Eye)was born in Noril'sk, Siberia in 1972. His father was a mid-range official in the Russian army. Growing up amidst stories of the American Might for Right act and terrible Capitilist oppresion, he voluntered for the army in 1988 after the near-war scenario Spy Plane incident. From there, the trial runs cold for many years (Agents Jackson and Leon are currently digging for information).
We know only that he appeared in Paragon City late in 1995, bearing only passing resemblance to the youth who had joined the army so long ago. His eyes glowed red, and he played on that with his super hero name 'Red-Eye'. Some conversations have led us to believe that the change has something to do with the 5th column and the Tsoo. (Update: Information Incorrect- Hero does not seem to have a connection with the Tsoo)
It is recommended that we treat Red-Eye as a low threat, to be followed but not hindered in any way. His powers make him useful in battling the Freakshow or Warrior, and his personal vendetta against the 5th column (Now the Council) keep their agents scrambling to deal with his incursions. As these gangs also hinder our activities, Red-Eye's continual survival is an unexpected benefit to our operations.
