The subject in question "Xanatos", chairman and benefactor of an elite group of superheroes known as "The Defenders of Paragon". A group of individuals that have cost the establishment thouands in both property destruction and revenue, and potentially millions in sales. For this reason the subject known as "Xanatos" has been blacklisted, but his threat level is not determined by this.
The subject has control over the temperature of moisture in the air, and is able to sustain the illusion of "creating" solidified water. Our scientists reports suggest that such abilities are not restricted to the air. The subject is also able to manipulate his own body as if it were made entirely of solidified H2O, (Which many have been suggested but has yet to be proven) and is able to control liquified H2O molecules in the bodies of other homosapiens and homosuperiors. Although to what extent the efficiency of this ability can be used is yet to be seen.
Our theologists have suggested this ability stems from an internal power source of nearly unlimited power. Whilst the hero is unable to capitalise from all of this power - our theologists say - that every day the subjects abilities are increasing in efficiency and power. If this were true then "Xanatos" would prove to be an even higher priority then he already is and an even larger threat to Crey.
The subject has so far not shown the full extent of his powers. The closest the subject came was in freezing the entirety of the Earths atmosphere when under the influence of an extra-terrestrial telepath. Understandably this is a cause for great concern and the removal of such a hero is necessary for the continued productivity of The Establishment.
