Caucasian female, early 20's, 5'7-5'8, approximately 140lbs. Accent indicates childhood in Southeast US. Costume bears strong resemblance to the 1950's vigilante Blackbird (ref: file 00-9445-92).
Analysis of video footage indicates Sparrowhawk is a Class-2 unpowered human (ref: HF39985). She possesses considerable hand to hand combat skills with a demonstrated background in savate, kung fu and possible US Special Forces training. Secondhand accounts characterize her as a gifted gymnast. Possibly a kinesthetic savant.
Her motives for assuming the mantle of an unlicensed vigilante are unknown. Blackbird was a notorious thief and terrorist with an expertise in industrial espionage. Any beneficial relationship between the two could prove problematic to company security (ref: file 00-9445-94).
A former member of the high profile Guardian League, sponsored by Captain Valor. Early reports had Sparrowhawk and Valor romantically involved, but there has been no recent corroboration. Still, this may prove exploitable.

The Liberty League has submitted a colorful press release claiming Sparrowhawk as a new member. Despite their claims of altruistic heroism, this agent believes the League is a commercial organization. Sparrowhawk's association with these people is highly suspect.

Sparrowhawk has recently resurfaced in the hero community after an absence since Summer 2004. Intelligence had assumed - due to her lack of superpowered physiology - that she had perished or been forced into retirement from injuries suffered during her adventures. This is not the case. Given her probable connection to Blackbird's espionage cells, this unaccountable window of time is troublesome. She is one of the few 'old guard' heroes whose activities cannot be surmised. This office recommends a reevaluation of Sparrowhawk's threat assessment.
