After an incredibly extensive background search & combing through countless files I've managed to pull up a great deal of information on Hero [7709]'s past. The following report consists of my findings thus far, as Crey Industries may not like what I have discovered.
Christopher Xavier Masters:
Species: Homosuperior (Mutant. However, he has registered himself as natural, most likely in an attempt to hide his mutated origin from society.)
Race: Biracial (Black/White)
Father: Winston Masters - Vietnam Veteran/Deceased
Mother: Rebecca Shulze Griffen - Former citizen of Germany/currently remarried and resides in New Jersey.
Birthday: August 13th, 1974
Birthplace: Wetzlar, Germany (Documents however, show he was later raised in New York City.)
According to my findings on PFC W. Masters, the father, I have come to find an alarming number of reasons that most likely lead to the mutation that occured in the young Christopher.
In searching for W. Masters, I was continuously left at a dead end with classified information in need of security clearance, immediately I knew I had found something. Though almost impossible to get my hands on, these classified documents showcase yet another attempt by the government to create a "Super-soldier". Appearantly at the close of the 60's, the government had grown weary of the missile threats as well as an engaging war in Vietnam. Thus, billions of dollars were hastily shoveled into various projects to strengthen national defense, among them was Project Blue.
In 1968, a select few of the Army's soldiers we're briefed and given the opportunity to undergo a series of experimental tests for a considerably large pay raise. Among them was 23 year old PFC & Vietnam Soldier, Winston Masters, a young black male from Shreveport, Louisiana. The tests consisted of attempts to mutate the cells through limited radiation exposure & chemical injections, increase white blood cell activity and speed providing the body with a much more rapid immune system & natural healing process, monitor & chemically alter cerebral activity to increase mental awareness, and to stimulate muscle reconstruction at much faster rate. Masters' file is marked "Failure" and written comments show "Subject's physical output remains unchanged however cell activity has grown abnormal." The files show continuous monitoring of Masters body and cell activity until the time of his death in '76.
Another file I brought up on the father, perhaps one not so hard to get my hands on, documents his time spent in Kassel, Germany. Appearantly, just after he underwent the research and experiments, he was relieved of his duties in Vietnam and restationed to Germany in '69. It was here where he met (somewhere between the years '69-'71) 19 year old, Rebecca Shulze, mother of Christopher and future wife. Though I do not have documentation of their marriage until 1974, through various unorthodox methods, I've retrieved a number of his letters written to her in '71 & '72.
After their marriage in '74, and a series of relocations to different American military bases in Germany, the two had their child on July 29th 1974 in Wetzlar. I wasn't long however, until the next year in '75, when Rebecca left for New York City with her baby Christopher, leaving Winston to his duties in Germany. Though uncertain for sure, it was possibly due to domestic issues as Schulze has german medical records that show her as being hospitalized w/ a cracked rib and mild concussion just before her leave. The following year, Winston Masters died of a brain edema, most likely a side effect of his experiments causing the brain to swell that had finally caught up to him. No sooner than the first word broke out, his body was immediately retrieved & "processed" by the military, as a short closed casket funeral (most likely with another body) was sessioned in his hometown of Sherveport, Lousiana. All evidence of abnormal cell activity and the Project Blue experiments were covered up as his family was told his death was caused by an allergic reaction to a pain killer he'd taken the night before.
Back in New York, Rebecca Shulze took her son and moved into an apartment with her brother (who'd shown to have been living there since '71). The two remained there for almost half a year until she found a place of her own not far away (an area now notorious for it's crime rate and gang activity), working as a waitress at the Cool Beans Cafe'. As time came to pass, the young Chris Masters was facing a variety of problems with the children at the predominantly black schools he attended. His school filings show documents of various fights and suspensions. One written report by a spectative teacher explains that Christopher was fighting a majority of times due to his biracial heritage, as children we're picking on him for being half German. However, the young Christopher did not show any medical records of abnormal behavior or bodily mutation until the age 12 during one of these school fights. He reportedly broke a boy's jaw, rending him unconcious and causing the family to file a lawsuit. What apperantly happend was Masters' cells had mutated at the dawn of puberty. These cells seem to carry and harness what shows to be signs of a tremendous amount of energy that flows within his blood, most likely due to his father's exposure to radiation during experiments. Thus when adrenaline is released from his cells, with it is this harnessed energy emitting a black aura that seems to orbit his skin. In any case, the two complement each other making Masters up to 5 times as strong, fast, and mentally alert than the normal human being.
From analysis of pictures and medical files, Masters' changed ten-fold in his teens. His muscles began to grow and rebuild at rapid rates, his immune system was incredibly active, and his heart rate at rest reports as beating twice as fast as an actively running person. His mother and physician attempted to keep this information classified in that he would not be noticed nor experimented on for military purposes. By 1993, the area in which they'd lived was overrun with gang activity. Rebecca, whom at the time was living with her boyfriend and present day husband, Dante Griffin, prepared to move to a safer area in New Jersey while her now 19 year old son, Christopher, delved into law enforcement at the New York Police Academy. It was here that Masters would spend the majority of his twenties, earning the nick name "Regulator" in the department. It wasn't long before he'd become a decorated officer in gang activity, taking down notorious drug lords and gangsters over the course of his career.
However his special abilities had not gone forgotten. Since his outburst in school when he was 13, there haven't been any reports of a similar happenings. However, time and time again, during conflicts as a patrol officer on the roughest New York City streets, Masters has been stabbed, shot, and broken bones, all with a full recovery in 3 days at most. At the age 28, during the time of the Rikti invasion, he was confronted by a small hero organization in New York called the Enforcers, due to the media attention he was getting locally. They had apperantly realized whom and what he was, thus deperately attempting to induct him and many other heroes into their organization to aid in the fight of the invasion there in New York. After accepting the offer, and realizing his potention and what he was capable of, he was taken in and trained by the notorious New York Hero "Gun Play". Though incredibly effecient with Guns and Projectile weaponry, Gun Play was also an energy wielding hero, just not to the extent of Master's mutation. In the time they spent together, he'd helped him to control and channel his rushes into a positive charge in his fists thus releasing an explosive emission of energy upon contact. Not to mention, we also have later documentation during the invasion with Masters using dual desert eagles strapped to the back of his belt, most likely due to Gun Play's influence.
Over the course of the next few months, Masters took on the name Regulator, (similar to the nickname he held during his time spent on the police force) and had himself a specially tailored costume (much different from his current masked outfit)made from the notorious hero outfitters shop "The Icon". By now, he'd somewhat gotten the hang of his abilities and was immediately sent into battle as the growing Rikti conflict worsened. Though, being new to the game he was assigned strictly to help take down the Rikti ground units in New York while more experienced heroes took on ships, he played a huge role yet again on the streets he'd patroled just years before against mere thugs and drug dealers. As the threat in New York came to an end, his media attention was through the roof as the cop turned hero recieved awards and letters of gratitude from all over the place. Offered a Captain position back at his old police department, Regulator modestly declined as he had his sights set on bigger things now, helping to rebuild New York and to serve as an aid in future attacks.
Which brings us to where we are today...
Due to the growing threats in Paragon City with drug dealing, street gangs, and most recently of all the yet another invasion, Regulator, having now gotten used to his role as a hero and hearing of the emergency broadcast of the Rularuu invasion issued in Paragon, has rushed to relocate from his New York home to "regulate" as he once had on his own streets 10 years before. However a few noted differences have taken effect since his stint in New York. He no longer reveals his identity, due his dislike for the massive publicity and media attention he recieved, as well as his purging the use of his signature dual desert eagles as the gangs & street threats are not near that of the Rikti soldiers, and handguns are almost useless against the Rularuu.
Regardless, It's rather obvious that Hero [7709] (Regulator) poses a considerable threat, and the fact that he posesses no major weaknesses that we know of only prove him to be a growing problem not to be taken lightly by any means.
Continued monitoring and survailance will be documented to the right, as we track Hero [7709]'s activity in Paragon City.
