"Malibu Sally" has recently begun to emerge from the 'cluttered mass' of minor heroes. Her main abilities are the result of a beneficial mutation which involves harnessing and manipulating raw energy currents. She also has the ability to manifest small objects and simple devices.
There is no apparent history of mutation in the mother's ancestory, which leaves her father as the source of her powers. Careful questioning of the subject's mother has determined that there is a 90% probablility that the father was one David Holcomb, a.k.a. "ProtoBlast", a minor hero killed during the Rikti incident. Efforts are underway to obtain DNA samples from the subject to compare with archived samples from ProtoBlast in order to confirm the geneological link.
The subject is a high school dropout. Her teen years were spent on the beaches of southern California with the surfing crowd. She became something of a celebrity by becoming one of Caribbean Sun Tanning Products' "Tanettes." Further recognition came from being a regular entrant in various "Hot Bod/Best Tan/Bikini contests at spring break locations throughout the west coast and Southern U.S.
For reasons yet unkown, she 'retired' at age 28 and relocated to Paragon City and took on the mantle of 'hero'. Her moniker, "Malibu Sally", and her costuming are an obvious reflection of her previous life and 'employment.
Conslusions
The subject is to kept under close surveillance. Subject has the potential to become a major threat. All efforts must be made to prevent such from happening.
