Threat Assesment: Moderate to High -- Approach with caution.
Subject appears cybernetics, although type and construction are unknown. Arms appear to conceal claw blades that can be extruded at will. Legs are capable of jumps recorded at least of a couple hundred yards. Cybernetics appear to be adapting with use. Suspect possible Rikti Nano- technology has been applied, but this is unconfirmed.
Subject has been viewed in combat on number of occasions and is a strong fighter. He has been seen supported by various teams hunting Hydras in Perez Park, and even working with a team taking down a Kraken. Based on observation, some combat moves, though boosted by the cybernetics, suggest elite military combat training on par with US Navy Seals or Special Forces. Whether this is directly programmed into the cybernetic systems, or the subject is a product of military training of some kind has yet to be determined.
Subject has recently established himself as a member of The City Watch, and has been seen working in tandem with members Randomus, Head Rush, Electrical Burn, and the Great Guffaw.
Further observation of this individual is needed for further analysis and final threat determination.
UPDATE: 11/17/2004
Subject has been seen in Brickstown attacking Crey Labs personnel. Reports are also coming in of another attack against Crey Personnel in a Lab in Brickstown - Several medical staff have been captured. Subjects threat level is now considered HIGH. Capture if possible, but take no chances.
Analysis is showing that he is utilizing a unique form of Nano-Cybernetics developed for goverment use using Rikti technology. Our sources confirm the initial test subject unexpectedly revived, and although not fully functional, was able to escape. We believe the individual to be a Special Forces Officer mamed during the Rikti Invasion and declared dead, but transferred to this government project (See THE DIVISION) in live but brain-dead state. Subject has possibly altered or evolved the original design.
