Threat Assessment

The man who would become known as Wolfshook, or Wolfsangel, has a long and checkered past. At two points in the world's past, this man has emerged. During one, he brought pain and terror. During the other, he has brought love and heroism. We shall find out about this villain turned hero, in this file of his actions, from birth until his last known location.

His father, Maximilian Bader, had fought in the German Army during World War One, and had lost an arm. His mother, Annelise Jensen, a Danish nurse working at the Army hospital he was recovering at fell madly in the love with the wounded soldier. They were married soon after, and lived a normal life on a farm in Germany, raising cattle.

Rudolph Bader was born on January 17th, 1921. He was the oldest of 5 sons and 4 daughters. Young Rudolph excelled at physical activities, but found school was hard for him. Although far from dumb, his parents did not know that his dyslexia was the true culprit, and young Rudolph suffered for it. Teased daily in class, young Rudolph found that he could quickly end the teasing with a well placed punch to the ribs or face. He turned violent, and it was all his parents could do to keep him in place. Young Rudolph respected his parents, however, and never dared cross his father. He respected his father above all others for his military service. Almost daily he asked his father to tell him of his war experiences, and he gazed with young eyes at the medals his father had won during the war. But, surprisingly, his father always told him that the only thing the war had gotten him was a missing arm, and horrible memories. His father encouraged young Rudolph to fantasize about being something other than a soldier. Young Rudolph would have none of it.

During the troubled period of the 1930's, young Rudolph was inducted into the Hitler Youth programs of Nazi Germany. His physical prowess, even as a young boy, made him a target for the secret super hero development programs that were just beginning to come online in that country. Soon, at the age of 15, he was being trained to join Storm Korps.

His mother and father protested, and pleaded with the government to let their son go, but the developers of the Storm Korps program knew they had a unique soldier on their hands. They secretly had Rudolph's parents killed in an "accident", so that they would never contact him again. Rudolph scarcely even noticed, as his indoctrination into the Nazi Storm Korps was akin to a mental brain washing.

During this time of training just before the outbreak of World War Two, Rudolph trained with German army officers and soldiers. He excelled at hand to hand combat, and was a natural with any weapon placed in his hand.

The Storm Korps program also included physical enhancemant programs which increased his strength, dexterity, and endurance to super human levels. He became, for all intents and purposes, godlike in the eyes of the German citizens who saw Storm Korps marching in parades. They performed feats of strength to show the German populace that they were indeed the master race, and that they were there to "protect" the German people from aggression.

At the beginning of 1939, Rudolph was given his first suit of Storm Korps power armor. He trained with others like him until the outbreak of the war with Poland. During the war, he showed his willingness to fight, and nearly die for his country time and time again. This caught the attention of Nazi officials within the Storm Korps program, and he was reassigned to a top secret project known as Wolfshook, or Wolfsangel.

Wolfsangel was a project run by German scientists trying to come up with the ultimate suit of powered armor which would turn the tide of the war. During 1942 and 1943, the armor was tested, redesigned several times, and finally produced as a prototype on December 22nd, 1943. The Wolfshook armor would come to be worn by only one man...Rudolph Bader.

Rudolph fought in several battles with the allied hero groups known as Freedom Phalanx, and Dawn Patrol, before the end of the war. Each time the sheer number of Allied heroes proved too much for the young man. The powered armor was devastatingly effective, however, and much to the horror of the Allies, it took the lives of dozens of heroes.

At the end of the war, Rudolph retreated with the rest of the Storm Korps to their secret stronghold in the Black Forest. It was here that young Rudolph learned of atrocities from some visiting SS officers who bragged about committing heinous crimes during the war.

Traveling to the site of one of these camps, Rudolph broke down. The young child he had once been resurfaced, and he knew that his life had been a lie. His sins were many, and blood was on his hands, but this...this was too much. Shattering the gates to the camp, Rudolph began to annhilate the German guards there. One by one he killed them while in his Wolfshook powered armor. After he had freed the captives, and found out they all wore the Star of David, he wept. Just because they were Jewish did not mean they deserved this fate. He broke down in front of those he had saved, but they would never know it. To them, he looked like a resolute hero, standing tall and proud in his gleaming armor...they even thought he was an allied super hero. They would never know the shame that had been Rudolph's life during the war.

Rudolph decided that the only way he could repay his sins would be to work for the Allies to help stop the Nazi government from destroying any more lives in Europe. Rudolph flew to America in his suit of Wolfshook power armor, and defected. He gave the Americans the armor, and worked with the OSS to give them top secret German plans, codes, and vital secrets that helped to end the war. His main concern was the freeing prisoners of war, and the captives of concentration camps. He helped in numerous strike raids into the heart of Germany near the end of the war to free these people, and stop the senseless killing.

Rudolph was given full pardon by the US government, albeit in secret, and was allowed to live in the United States after the war had ended. His knowledge of the German Storm Korps program was invaluable, as was his knowledge of the Wolfshook power armor.

After the war, Rudolph took odd jobs here and there, although for the most part he lived in poverty.

During the Rikti invasion, Rudolph was asked to join in the fight, but he refused. He felt that he was too old, even though the Storm Korps programs drugs had slowed down his aging slightly, and did not want to fight anymore.

After the invasion, and with the death of many of Earth's heroes, Rudolph saw a time for him to finally pay for his sins. His hands, covered in past evils, could now be cleansed by helping to rebuild Paragon City.

The US government agreed with Rudolph, and gave him his old Wolfshook powered armor back. They realized that in their time of need that they would need any super hero they could get. Even an old villain, now wanting to repay for his past sins.

Wolfshook can be fiery at times. His anger is hard for him to control, and this will be his undoing. This is something our operatives are looking into to exploit so that we can get him to work for us at Crey Industries.

Although his powered suit is old, the US government has made several upgrades to it's technology over the years. It's ability to create powerful blasts of energy, and to enhance the users punch is well known. It is also capable of flight.

All operatives should take great care when dealing with Wolfshook. He is a loose cannon, and can cause great damage to us if any operation were to go sour.
