Threat Assessment

Tlaloc is the ancient Aztec god of rain and storms. To many, he is but a fallen idol, a pretender god, and nothing more than an interesting tale.

However, the truth is much more interesting than anyone could ever believe. In fact, it is now known that Tlaloc walks the streets of Paragon City, although no one knows for sure if he is the real Aztec god, or an imposter. The following has been pieced together from Tlaloc's own interviews, and Top Secret information that our Crey operatives have found.

Tlaloc ruled Mesoamerica with both an iron fist, and gentle heart. He was not one of the first gods to appear to the ancient peoples that inhabited the region: the Aztecs, Mayans, Olmecs, etc., but he had a large cult following. His controlled the rains, and storms if he was angered, and this allowed him to touch every breathing person alive who needed the substance to stay alive.

Priests of Tlaloc regularly had ritual sacrifices of babies, and small children. The more a child cried, the better, as a child's tears represented falling rain, within the ritual, and seemed to indicate a better raining season. Tlaloc has never gone into any in depth discussion on what priests of his supposedly did or didn't do in ancient times, although he doesn't seem to care. If they did do these things, surely he approved of such actions.

Tlaloc ruled from his house in the East, known as Tlalocan. There he lived with Matlolcueitl, "The Lady of the Green Skirts". The two of them gave life giving rain and maize to their subjects, and lead a life of relative silence in their ancient home. The gods enjoyed their subjects, and Tlaloc was happy to live the rest of eternity in his earthly paradise, with his beautiful wife, and millions of worshippers.

But, just before Europeans arrived in the New World, an ancient horror arrived from the depths of space to annhilate all of the Aztec gods. The Tzitzimime had broken free of their bonds, and had begun to descend upon Earth to devour the ancient Aztec gods, and destroy the world they had created. Tlaloc, and indeed all of the Aztec gods left Earth to encounter these celestial demons in the outer reaches of space.

Tlaloc battled these demons, alongside the Aztec gods, but found that the Tzitzimime were too strong. As gods, and goddesses died fighting the monsters, Quetzalcoatl, the Plumed Serpent, devised a plan to send the monsters away and save them from total destruction.

As the more militaristic gods battled the demons in combat, all of the Aztec gods wise in the way of magic were lead by Tezcatlipoca, god of night and sorcery, in a ritual to open an inter-dimensional gate, and send the demons to another reality.

As gods and goddesses died by the dozens, the ritual was finished. However, what the other Aztec gods did not know was that Tezcatlipoca intended to send all but himself through the portal, and thus claim rulership over the whole world for himself. As both god and demon fell through the portal, while Tezcatlipoca looked on and laughed, both Quetzalcoatl and Tlaloc fought their way to him through the monstrous celestial demons.

The two finally stood before Tezcatlipoca, and an enormous battle took place, as the celestial demons and the Aztec gods fell through the inter-dimensional portal. Tlaloc fell in the battle, mortally wounded by his obsidian knife, imbued with the power of all the dead souls that Tezcatlipoca ruled in the land of the dead, known as Mictlampa. Tlaloc fell through the portal, as he watched the Plumed Serpent battle the Lord of Darkness.

Tlaloc awoke to find that less than a dozen Aztec gods and goddesses remained. There, on a blasted plain of heat and smoke they rested. Ixtilton, "the Little Black One", and god of medicine helped to heal their wounds, and had brought Tlaloc back to life.

Tlaloc told the other gods and goddesses of the betrayal of Tezcatlipoca, and of the brave sacrifice of Quetzalcoatl and himself to try to stop the mad god from killing them all. Tlaloc asked if Quetzalcoatl had come through the portal, and the other said that they had not seem him fall through. They had not seen Tezcatlipoca come through the void gate, either. What happened to the two of them is unknown.

The world that they inhabited came to be known as the "Land of Red Death". It was in this land that the Aztecs gods learned that their powers were slowly sapped to a near non-existent state. Over time, they found that they were barely able to influence the world, and/or call upon their magics to aid them.

Here, Tlaloc has said that they wandered for an Age, until they came upon an ancient temple. Here, the Aztec gods learned that they would have to sacrifice a large number of their remaining members to allow a few to return to their old lands. Tlaloc has never gone into any details as to this ritual, or who died, nor who came through with him. He says that mortals would never understand the ways of the gods.

Tlaloc returned to Earth, on December 30th, 2003. He has made a name for himself in Paragon City just by his outlandish clothing, and his ancient belongings he carries along with him.

Tlaloc seems confused by the modern world, and angry that his people were subjugated and literally wiped out by Europeans. He doesn't quite know how to handle the situation that he is in, and seems even more perturbed by the fact that his powers are even less than they were in the blasted lands he came from. It is thought, by many, that his powers came from the belief of those who used to worhip him. And, now that very few believe in him, and even less worhsip him, he is barely more powerful than the average person walking the streets of Paragon City.

However, Tlaloc knows this to be untrue. His powers will return, and he has said as much on many occassions.

Tlaloc has compared the Rikti invasion, with the invasion of the celestial demons who nearly destroyed his brethren. He now seeks to destroy the Rikti, and will sometimes call them Tzitzimime in the heat of battle. It seems that sometimes reality becomes a little blurry for this fallen god.

Tlaloc is an oddity. Do we believe his stories, or do we count him as the real thing? Is he friend or foe, evil or good? Is he biding his time just to take over the world, or is he just another insane super hero?

Only time will tell, and until we get a full cerebral scan of this...whatever he is...we cannot proceed with anymore operations.

We suggest sending Operative XJA-1702 to implant a cerebral core chip in his brain stem, thereby allowing us to then scan his memories. We can move forward at that point, and discuss just what we wish to do with this hero, known as Tlaloc, the Coral Serpent.
