As far as our agents have gathered, Getsumei Seigyoku showed up in Paragon City sometime during the early 2000's, severely lacking in any form of superpower whatsoever. A drifter, she quickly took to habits that she seemed to be deft at: freelance pickpocketing and thievery.
According to the Agent undercover with the Hellions, the gang reportedly sought to recruit her on more than one occasion, and, upon her last rejection (Seigyoku seems to have a keen distaste for authority), attempted to eliminate her. A natural at the art of survival on the streets, Seigyoku did just that: survived.
Seigyoku keeps how she obtained her superpowers a mystery - the subject seems to believe that what people do not know cannot her her. However, her powers give off magical vibrations that seem to connotate dealings with the Circle of Thorns. This association, however, is in direct conflict with Seigyoku's "stand on one's own feet" mentality, and, thus, it is speculated that her powers are a result of either a Circle of Thorns experiment or an accident. It is entirely possible that the thief strayed too close to a ritual and was bombarded with residual energy.
Seigyoku herself is only a green-priority threat (update: low yellow), at the moment, though she is quickly gaining momentum in her powers. This momentum is of serious note. Seigyoku could become a priority-yellow threat within a matter of days. Her own discipline and attitude seem to favor rigorous training in order to increase her powers.
Seigyoku's magical powers are not the only ones that bear any form of merit, however. Her days as a thief are far from over, as it seems she's managed to pick up several devices that would otherwise be unavailable to one lacking in mechanical knowledge such as herself. Of note is her targetting drone, which she keeps in her right pocket and activates when required. Outsider boss Frostfire and his bodyguard Keystone have personally felt the force of her power when augmented with such a device (which may very well have been stolen from Crey.).
It was speculated that, due to the possible accidental or experimental nature of her powers, they may have ceased to exist at some point; however, that hypothesis seems to have been proven false, as her powers only seem to increase with each passing day.
Her criminal background could be put to use, if she one were to know how to manipulate her. It is possible that the Crey, after further observation, could learn how to deal with her attitude and mold this hero into a tool for the Crey.
Of minor note is the fact that Seigyoku does not masquerade as anything but herself, opting not to wear a "costume" or a "cape." While it is possible that Seigyoku's frugal spending habits may contribute to this, it is moreso speculated that she considers such things "childish" and "beneath her," testament to her pride and attitude.

Update: 8 Nov 2004
It seems that subject Seigyoku may have had dealings with the criminal organization known as "The Lost" prior to gaining her superhero powers.
Recently, the subject was involved in a quarrel with a gang of trolls. While the subject managed to survive, and, indeed, put an end to the gang's activities, the subject incurred heavy loss of blood during the fight. Agent Nero, responsible for monitoring the Hollows for superhuman activity, collected some of this blood as a sample.
The sample came back faintly positive for Lost mutagen. It seems likely that the subject may have been involved with the Lost for some time before separating from them, possibly due to her own hatred for authority. The mutagen did not seem to effect her brain in the same way that it does most Lost subjects, as it is obvious that she did not turn into a "raving lunatic."
This alone promotes her priority level to low yellow. It would be instrumental to Crey research to capture this hero and analyze her for traces of any particular chemical or brainwave that may have made her immune to the destabilizing effects of Lost mutagen.
It is speculated, however, that this mutagen may be what holds her powers to her. It has already been asserted that Seigyoku's powers are arcane in nature, having been derived from a freak Circle of Thorns accident. The residual effects from this accident, however, without having some sort of super-human source to be fettered to, would either likely have faded away by now, or at the very least stopped evolving.
Yet, the subject only seems to get stronger with each passing day.
We are assigning roving Field Agent Kelvin to loosely follow her actions in addition to his other duties. Should an opportunity present itself, capture of this subject should be considered moderate priority. Under no circumstances should this subject be terminated.

Update: 14 Nov 2004
Agent Kelvin managed to obtain a photograph of this hero from a security camera of an Outcast base that Seigyoku recently shut down. Of note is the fact that the image is fuzzy at best due to unknown electrical interference, and that it was doctored in Crey image editting software before being entered into this hero's file.

Upon further research and brief psychic probing by agents disguising themselves as heroes and alligning themselves with Seigyoku during missions, Seigyoku's past has been made known to the Crey Industries.
Given name "Kawamura Midori," Seigyoku was the daughter of a Kawamura Ayumi, a stay-at-home wife, and a Kawamura Yui, who was an esteemed professor of advanced mechanics at the prominent Tokyo University in Japan, Seigyoku's native country. She had one older sister, Kawamura Aya.
When Seigyoku - Midori - was five, her mother, father, and sister were killed in a car accident. Seigyoku, friendless and penniless, was kicked out onto the street as banking agencies confiscated her family residence. This was when Seigyoku's skills as a thief began.
Hew new name was given to her by a police officer that arrested her, who, when she would not respond when prompted for a name, noted her cold personality and her sapphire eyes. "Seigyoku" means "Sapphire" in Japanese.
Sometime in the 90's, Seigyoku stowed away on an oil tanker making the trans-Pacific route. She eventually found her way to Paragon City, sometime after the Rikti Invasion when freelance thievery was a lucrative profession.
Seigyoku, upon arrival fell in with the homeless criminal organization known as the Lost for some three or four weeks. Having developed a distaste for authority, she, along with friend Vincent Blaze, left the Lost before the mutagen that she was unaware of could cause permanent damage to her brain.
During their escape, Vincent Blaze was caught by a group of Vahzilok zombies, who presumably brought him before Doctor Vahzilok, who experimented on him.
After this incident, Seigyoku freelance pickpocketed, barely meeting a subsistence lifestyle. Several gangs attempted to recruit her, but her hatred for authority made them targets for her knife.
It was only some months ago that Seigyoku obtained her powers from a freak Circle of Thorns accident gone awry. Since then, she has been living a "mercenary for hire" lifestyle, opting for money and survival rather than heroism.

Update: 3 May 2005
Subject has contracted with the Crey. She has become instrumental in the Revenant Hero Project, as her DNA is proving instrumental in creating ice-based entities. Subject requested that further entries into her profile cease, however, recent activities with one of her clones have prompted the case file to be re-opened.
