Information has recently come to light that the Malta Group had been employing questionably unproven mind control techniques previously tested under the now defunct Project: MKULTRA, formerly a Central Intelligence Agency program that met with unprecedented failure. The program operated on the premise that a person's thought process could be controlled through the use of psychotropic drugs combined with a series of electronic signals. The program was abandoned by the CIA in 1972 by the direction of the Director for reasons unknown.
The Malta Group apparently had initiated and to some degree experienced success in the creation of their own mind control program. As we already know, one of the founding members of the Malta Group is Mr. John Vrabel who left the CIA in 1967. It is quite possible since Mr. Vrabel was employed at the CIA that he had full access to the MKULTRA project files and may have secured a copy of these files without the proper authorization. The evidence is overwhelming due to the success in gaining a degree of control over a subject known only by his first name, Jason, who is employed as a trainer for the Freedom Corp.
Yesterday morning, US Customs Inspector met with an unknown contact that remains to be identified in Founder's Falls. This unknown contact also has ties with one of Malta Group's main nemesis, Crimson. From these two sources, US Customs Inspector was able to plan a series of surprise missions to secure the rescue of "Jason" from the custody of the Malta Group agents holding him. At approximately 1400L on this date, US Customs Inspector entered an abandoned warehouse in Venice (inappropriately known to the general public as Crey's Folly), defeated the overly large contingent of Malta Group operatives, and safely escorted "Jason" to the Brickstown Infirmary where he was immediately airlifted to a secure location underneath the Freedom Corp Headquarters.
While this mundane report does not serve to increase our tactical knowledge of the subject, one initially overlooked connection provides an interesting hypothesis. It has been confirmed that the identity of the Freedom Corp Trainer known as "Jason" is in fact the younger sibling of US Customs Inspector's former wife, Rachael Borne. It is only natural that US Customs Inspector would take a great interest in the well-being of a relative, even if it is by marriage. However, the ongoing investigation of securing the identity of the CIA Agent Six dictated that she be placed under close surveillance at all times. On every occassion, she has managed to elude our surveillance teams when moving from site to site; however, two days ago when the Freedom Corp Trainer "Jason" did not report for duty, she exercised poor judgement and our operatives were able to continue the surveillance while she left Founder's Falls. She was met by a convoy of three black Suburbans bearing government plates and escorted to Freedom Corp Headquarters in Galaxy City.
Is there a reason why Agent Six was rushed to Freedom Corp Headquarters shortly after it was discovered by the intelligence community that the Trainer named "Jason" had been abducted by the Malta Group? If so, what is that reason? Is it possible that this proves that Agent Six is indeed the former Rachael Borne, wife to Robert Borne (US Customs Inspector), and brother to Freedom Corp Trainer "Jason"? Or could it be that since Malta Group is employing ancient CIA techniques that she was contacted for advisory purposes only?
All covert field operatives are hereby ordered to expend every single resource in an effort to secure the relationship that exists between Agent Six and "Jason", if one exists. Due to the recent activities against the Malta Group by US Customs Inspector, surveillance of the subject can be reduced to a minimum and diverted to this new directive issued by Countess Crey herself. Report any and all information to your field handler immediately.
